Biocides: Greater Flexibility for Companies

The Biocidal Product Regulation (BPR, Regulation (EU) 528/2012) governs the use of biocidal products and their placing on the market. The Implementing Regulations specify details concerning the authorization of the biocidal products.
The EU Commission recently published Implementing Regulation (EU) 2016/1802, which takes effect November 1, 2016. The new Implementing Regulation supplements the previous Implementing Regulation (EU) No. 414/2013. The regulations define how the same biocidal products are to be authorized according to Regulation (EU) No. 528/2012 of the European Parliament and Council.
The new regulation simplifies matters, primarily for the leaders of small and midsize companies. The new regulations permit such companies to request authorization for biocidal products at the national level if the products have already been authorized throughout the European Union. The same permission applies to biocidal products that have already been authorized throughout the European Union as part of product families.
In a press release, the ECHA announced that updated versions of its IT tools – R4BP 3 and SPC-Editor (Summary of Product Characteristic) – are available. The agency also wants to go live with a new Web site and publish new guidelines and manuals on data transfer. The ECHA is sponsoring a Webinar on November 9.
