EU Commission Amends Annex VIII of the CLP Regulation

The EU Commission has published an amendment of Annex VIII of the CLP Regulation in the EU Official Journal. The law takes effect on April 12.

With this amendment, manufacturers will be required to list the Unique Formula Identifier (UFI) on the product label. The UFI is an alphanumeric code that uniquely identifies all products. The information is especially important for physicians in emergency response centers. During an emergency, they must quickly determine the ingredients of a mixture to apply the correct countermeasures.

As of January 1, 2020, the regulation will apply to hazardous mixtures supplied to consumers. As of January 1, 2021, it will apply to hazardous mixtures used commercially. And as of January 1, 2024, it will also apply to hazardous mixtures used industrially.

Article 45 of the CLP Regulation mandates that manufacturers, importers, and distributors of hazardous mixtures register the ingredients of such mixtures with the appropriate national agencies. The agencies then supply the data to poison information centers. But to date, the registration procedure has differed in each country. Listing the UFI on the label is the first step toward multinational, uniform solutions.
