Helpful Information on the PIC Regulation – ECHA Webinar on August 26

The Prior Informed Consent Regulation (PIC: EU Regulation No. 649/2012) took effect in March 2014. It regulates the import and export of chemicals, such as pesticides, insecticides, and specific industrial chemicals.
The regulation rests upon the principle of informed consent. For example, if a company wants to export a substance listed in Annex I, Parts 1–3 of the Regulation, the country receiving the shipment must be informed, in advance, of the impending shipment. That country can then decide for itself whether it agrees to an import.

For a German company, the approval procedure would proceed as follows. First of all, the company has to compile information for each substance to be exported. For example, it has to specify the required precautions; deliver a summary of the physico-chemical, toxicological, and ecotoxicological properties; and provide information on the use of the substance in the European Union. The exporting company transmits these information to the Federal Institute for Occupational Safety and Health (BAuA), Federal Bureau for Chemicals. The agency checks the documents and then transmits them to the ECHA. The ECHA then redirects the notification to the corresponding agencies in the receiving country.

To accelerate the process and automate individual steps, the ECHA is currently transferring all the data in its EXEDIM database into the new ePIC system. However, the transfer functions smoothly only if companies store their identification in the system.
