Turkey’s REACH: Preregistrations Delayed

IT issues have caused delays for the preregistration of chemicals as part of Turkey’s REACH (KKDIK). The regulation took effect at the end of 2017. According to plans, preregistrations were to close by the end of next year, and all chemicals were to be registered in 2023.
Chemical Watch cited the KKDIK training executive at the Turkish Chemical Manufacturers Association (TKSD), Mustafa Bagan, who says that the constant shutdowns of the IT portal create a serious problem. The shutdowns could delay preregistrations by as long as one year.

Some time ago, the European Chemical Industry Council (CEFIC) warned that entering chemical data into the software required by the Turkish ministry was incompatible with IUCLID, the IT tool used for REACH. The incompatibility causes constant program crashes.

Access to KKS occurs over the government’s main information site, turkiye.gov.tr. However, the site also handles citizen inquiries on many topics, such as social insurance, education, and traffic. Even a small error or a software update could shut down KKS, says Melih Babayigit, CEO of our Turkish partner, CRAD. Accordingly, fewer than 1,500 preregistrations have been made for new entries, which include chemicals in quantities greater than 1 ton. Babayigit says that 8,000 preregistrations were expected.

Quick access to preregistrations is important for companies. Unless the preregistrations are available, companies cannot use the Substance Information Exchange Forums (SIEF) to negotiate acquisition of the data needed for Turkish registrations.
