Ukraine Adopts REACH

On July 23, the Ukrainian government adopted REACH (Technical Regulation for the Safety of Chemical Products) (press release in Ukrainian). Ukraine is thereby harmonizing the legal framework for handling chemicals with the EU. The regulation will enter into force on January 23, 2025.

Ukraine REACH obliges companies and importers to register all chemicals that they manufacture in or import into the country. With the adoption of the regulation, the following registration deadlines apply:

October 1, 2026:

• for substances in the tonnage band >1,000 t/a
• for substances very toxic to aquatic organisms in the tonnage band >100 t/a as well as
• for substances of category 1A and 1B (proven and probably carcinogenic, mutagenic and toxic for reproduction >1 t/a

June 1, 2028:

• for substances in the tonnage band 100 – 1,000 t/a

March 1, 2030:

• for substances in the tonnage band 1 – 100 t/a

The Regulation on Classification, Labeling and Packaging of Substances and Mixtures (CLP Regulation) came into force at the end of June (press release in Ukrainian).
