Action plan for the evaluation of REACH registration dossiers: This is what the ECHA report says
The latest ECHA report on the Joint Evaluation Action Plan (JEAP) for the evaluation of REACH registration dossiers shows that despite the progress made in complying with REACH requirements, there are still data gaps - especially for hazardous substances.
In response to this problem, the EU and ECHA launched the joint action plan in 2019 with the aim of
- improve the screening of all substances.
- to ensure greater clarity in the legal provisions.
- check compliance with the requirements more efficiently.
- ensure the conformity of dossiers and enforce ECHA assessment decisions more effectively.

According to the report, this was largely successful. However, it also became clear where there is still a need for action. For example, the target of checking at least 20 percent of REACH registration dossiers was exceeded. At the same time, however, the auditors found that among the more than 20,000 substances screened in the tonnage band > 100 tons, there are around 1,900 substances that may require regulatory risk management.
This in turn increases the workload of ECHA and the national enforcement authorities. For this reason, ECHA will in future give priority to cases involving carcinogenic, mutagenic or reprotoxic substances (CMR), persistent, bioaccumulative and toxic substances (PBT), persistent, mobile and toxic substances (PMT) and endocrine disruptors.
