Action Plan for the Evaluation of REACH Registration Dossiers: What the ECHA Report Says

The latest ECHA report on the Joint Evaluation Action Plan (JEAP) for the evaluation of REACH registration dossiers shows that despite the progress made toward compliance with REACH requirements, gaps in data still exist, especially for hazardous substances.

In response to this problem, the EU and ECHA launched the JEAP in 2019 to:

  • Improve the screening of all substances.
  • Ensure greater clarity in legal provisions.
  • Check compliance with requirements more efficiently.
  • Ensure the compliance of dossiers and enforce ECHA evaluation decisions more effectively.
  • Involve the industry.

According to the report, these efforts were largely successful. Nevertheless, the need for further action also became clear. For example, the goal of checking at least 20 percent of REACH registration dossiers was exceeded. However, auditors also found that among the more than 20,000 substances screened in the tonnage band >100 tons, around 1,900 substances may require regulatory risk management.

This finding thus increases the workload for the ECHA and national enforcement authorities. The ECHA will therefore prioritize cases involving carcinogenic, mutagenic, or reprotoxic substances (CMR); persistent, bioaccumulative, and toxic substances (PBT); persistent, mobile, and toxic substances (PMT); and endocrine disruptors.
