The PPWR provides for uniform labeling requirements for packaging throughout Europe. There is also national legislation in various countries that must be observed in addition to the PPWR. European legislation stipulates compliance with limit values for various substances and groups of substances. Outside the EU, different limits apply in some cases, which must be monitored when marketing internationally in order to avoid penalties or product recalls.

The PPWR stipulates extensive documentation and verification obligations for companies that place packaging on the EU market. Many PPWR requirements will only be specified after their introduction.
