CLP Labeling Requirements: EU Parliament Committees Approve the "Chemicals Omnibus VI" Package

On April 15, both specialized committees of the European Parliament – the Committee on the Environment, Public Health and Food Safety (ENVI) and the Committee on the Internal Market and Consumer Protection (IMCO) – voted in favor of simplified legislation and reduced administrative burdens related to the CLP, Cosmetics, and Fertilizer Regulations.

In a joint meeting of the ENVI and IMCO committees, MEPs reached a compromise on the “Omnibus VI” package that the Commission proposed in 2025. According to a press release from the European Parliament, the regulations for chemicals can become more flexible while still protecting human health and the environment.

Position on the CLP Regulation

MEPs rejected the European Commission’s original proposal to remove all requirements for product labeling. They want:

Clearly legible label text that also includes the supplier’s phone number
The Commission to examine the ability to simplify the mandatory information for packaging containing 10–125 ml
Products containing a substance or mixture classified as hazardous to bear a warning on the label in the form of an appropriate hazard pictogram

The ECHA to clarify the label design through updated guidelines

Position on the Cosmetics Regulation

Regarding the revision of the Cosmetics Regulations, the MEPs:

Want to remove cosmetics containing carcinogenic, mutagenic, and reprotoxic substances (CMR substances) from the market more quickly than the European Commission desires
Reject the Commission’s proposal to exempt CMR substances from the regulation if a health risk exists only in the case of oral or inhalation exposure
Require clear and visible display of all information necessary for consumers – such as shelf life and ingredients – on the Web site and not just on the packaging

Position on the Fertilizer Regulation

For the Fertilizer Regulation, the MEPs want to:

Update the regulation to make it easier for farmers to access uniformly approved EU fertilizers in the future
Accelerate the approval of new fertilizers (like those containing recycled materials or microorganisms)
Label fertilizers uniformly and in a clearly understandable manner

The Chemicals Omnibus VI package is now in its final phase. The Parliament, Council, and Commission are currently negotiating the final text.
