EU Bans Additional CMR Substances in Cosmetics: Cosmetics Regulation Update
On May 12, the EU Commission published EU Regulation 2025/877, banning a further 21 carcinogenic, mutagenic, or reprotoxic (CMR) substances. The new text updates Annexes II and III of the Cosmetics Regulation.
The amendment of the Cosmetics Regulation aligns with the CLP Regulation, which states that the substances are classified as CMR substances of category 1A, category 1B or category 2 depending on the level of evidence of their CMR properties.
The ban takes effect in September 2025.
