Renewal of EU biocide authorizations:
ECHA offers compass
At its meeting in mid-September 2024, the ECHA Biocidal Products Committee (BPC) drew up various documents to serve as a guide for companies wishing to renew the EU authorizations of their biocidal products.
Content of the documents
On the one hand, the documents explain the approval procedure itself and help affected companies to decide whether a "full" or "limited" assessment is required for renewal.
Secondly, they inform the companies about what information the applicants must provide in the event of an assessment and what the dossier and assessment report should look like.
Complete product revaluation
Among other things, the authorities are demanding a complete reassessment of the product,
- if new requirements have been defined since the initial approval, for example with regard to an assessment of endocrine-disrupting properties.
- Or if there are new findings about the active substance since the initial approval that make a new product evaluation necessary.
Background
The authorization of biocidal products was introduced in 2013 with the Biocidal Products Regulation (BPR). The first EU authorizations expire in June 2026. As renewal applications must be submitted 550 days before the expiry date, ECHA expects the first renewal applications to be submitted this year. For this reason, ECHA would like to publish the documents in question on the BPC website by mid-October.
We advise you with regard to the requirements of Regulation (EU) No. 28/2012 (BPR), check the labeling and marketability of biocidal products within the EU and carry out the biocide notification in Germany with the BAuA in accordance with the Ordinance on the Notification of Biocidal Products under the Chemicals Act (ChemBiozidMeldeV).
