Restrictions on new substances in British cosmetics legislation

With the Cosmetic Products (Restriction of Chemical Substances) Regulations 2026, the UK Office for Product Safety and Standards has significantly extended the substance bans in cosmetics legislation. The regulation adds a total of 17 substance entries to Annex II of the UK Cosmetics Regulation.

New ban on the UV filter 4-MBC already taking effect in the middle of this year

A key part of this update is the ban on the previously approved UV filter 4-methylbenzylidene camphor (4-MBC). At the moment, the substance is allowed in concentrations of up to 4 %. The EU had added 4-MBC to the SVHC list due to concerns about its endocrine disrupting effects on human health and subsequently banned its use in cosmetics in May of last year. The UK is now aligning with this assessment. From 15 July 2026, cosmetic products containing 4-MBC may no longer be placed on the UK market. Products already on the market can continue to be sold only until 15 January 2027.

Sixteen additional CMR substances to be banned

Alongside 4-MBC, 16 substances classified as carcinogenic, mutagenic, or toxic to reproduction have also been added to Annex II. These substances are subject to a transition period until 15 February 2027. After that date, cosmetic products containing them may no longer stay on the market, which means existing products will need to be reviewed carefully.

Lower threshold for formaldehyde-releasing substances

Although formaldehyde itself has been banned in cosmetics since 2019, it may still be released from preservatives such as bronopol or glyoxal. To improve consumer protection, the threshold for mandatory formaldehyde labelling has been lowered. Currently, the limit value is 0.05 %; going forward, products must carry the label “contains formaldehyde” starting at 0.001 %. This rule applies from 15 August 2026 and may require companies to reassess their formulations and update product labels.
