KKDIK After the Deadline: The Next Phase of Chemical Registration Begins

With the expiration of the central KKDIK registration deadline on September 30, 2026, an important milestone in Turkish chemical regulation has been reached. More than 42,000 registration dossiers had been submitted to the Turkish Chemicals Registration System (KKS) by this deadline. However, recent announcements from the Turkish authorities make it clear that this deadline by no means marks the end of compliance requirements, but rather the beginning of the next implementation phase.

Over 42,000 Registrations Submitted, KFT Supported Numerous KKDIK Registrations

Over the past several years, Turkey has established its own chemical regulatory framework under the KKDIK Regulation. While KKDIK is modeled on the European REACH Regulation, it remains a legally independent system. As a result, many manufacturers, importers, and Only Representatives have spent the past months focusing on the timely submission of registration dossiers. Preparing these dossiers required significant effort, but the challenges went far beyond dossier compilation itself. Determining relevant tonnage bands and assessing which substances required registration often involved extensive analysis and strategic decisions regarding continued market access in Turkey.

According to the Turkish Ministry of Environment, Urbanization and Climate Change, more than 42,000 registrations had been submitted by September 30, 2026. This impressive number highlights both the importance of the Turkish market and the significant compliance pressure faced by affected companies.

For KFT, this registration phase was equally significant. Together with our clients, we successfully supported numerous registrations and contributed to the timely submission of KKDIK registrations. The high number of successfully submitted dossiers demonstrates the value of early planning, a solid data foundation, and professional project management when navigating complex registration requirements.

The Registration Process Remains Open

Companies should not view the registration deadline as the end of the process. The Turkish Ministry has explicitly confirmed that the KKS system will remain open. This means that registrations and notifications can continue to be processed, new substances can still be registered, existing dossiers can be updated, and technically related issues can be resolved.

At the same time, it is clear that the work does not end with the deadline. Submitted registrations are currently undergoing review and processing by the Ministry. In particular, dossiers submitted shortly before the deadline are expected to remain subject to ongoing evaluation and administrative review.

In addition, the Ministry has announced further technical developments, including functionalities for tonnage band updates and procedures for requesting deadline extensions for certain substances subject to additional registration requirements. Authorities are also preparing to intensify compliance monitoring and inspection activities for companies subject to registration obligations.

Outlook: KKDIK Remains a Key Compliance Topic

With the submission phase now completed, the regulatory focus is shifting toward dossier evaluation, update obligations, and enforcement activities. Companies should actively monitor their submitted registrations, prepare for potential requests from authorities, and ensure that their substance portfolios remain fully compliant. It can also be expected that market participants will increasingly request evidence of KKDIK compliance. Furthermore, the review of the already submitted registrations is likely to keep the authorities occupied for months to come.

Particular attention should also be paid to new substances, changes to existing registrations, and pending registration procedures. Companies wishing to continue supplying the Turkish market or expand their business activities in Turkey should closely monitor regulatory developments and respond proactively to new requirements.

KFT supports companies throughout the entire KKDIK process, from the strategic assessment of registration obligations and dossier preparation to the ongoing maintenance and updating of existing registrations. Especially during the implementation and enforcement phase that is now beginning, an early review of a company’s compliance status can help minimize risks and secure long-term market access in Turkey.
