Product registrations in all EU countries
Pursuant to Article 45 of the CLP Regulation, manufacturers, importers, and distributors must notify the appropriate national agencies of the formulations and ingredients of hazardous chemical mixtures, biocides, laundry or cleaning supplies. This requirement has been effective for some years and is often ignored when placing products on the market.
The competent authority in Germany is the Federal Institute for Risk Assessment (BfR).
The agencies supply the data to poison information centres, so that their medical experts can provide specific advice in case of emergency.
However, the notification procedure differs in each EU country. In some countries only the safety data sheet has to be submitted, whereas in other countries programs have to be downloaded to prepare the notification documents.
A uniform solution will, however, be implemented soon. A draft for the amendment of the CLP Regulation is already available. For hazardous mixtures supplied to consumers, the amended regulation will become effective on 1 January 2020, one year later it will also be effective for commercially used hazardous mixtures, and finally from 1 January 2024 also for industrially used hazardous mixtures.

Registration with the Federal Institute for Risk Assessment (BfR) according to the Detergents and Cleaning Products Act (WMRG)
Manufacturers of detergents and cleaning products are required under article 10 of the detergents and cleaning products act ( MRG ) to provide the BFR (Federal Institute for Risk Assessment) with a data sheet containing information about certain ingredients before the marketing of a corresponding product. The transmitted data (formula) is transmitted to the poison information centre for the purpose of giving emergency advice in the event of poisoning. This reporting takes place in an electronic format as a single message exchange or bulk reporting. Before submitting the report, a company code must be obtained from the BFR.
