EU Amends PIC Regulation Annexes

The EU Commission has modified Annexes I and V of EU Regulation No. 649/2012 of July 4, 2012 on the import and export of hazardous chemicals. The material that has been supplemented and changed (Delegated Regulation (EU) 2019/330 of December 11, 2018) affects Carbofuran (insecticide, acaricide, and nematicide), Trichlorfon, Fipronil (insecticide), short-chained chlorinated paraffins, and tributyltin compounds. 

The Prior Informed Consent (PIC) Regulation covers the import and export of chemicals that are banned in the EU or whose use is restricted. These substances (industrial chemicals and pesticides) are subject to the PIC process according to the Rotterdam Convention, or they are forbidden or severely restricted according to EU law. Annex I lists the chemicals subject to the process of export notification. That means that before such chemicals can be exported to a non-EU country, a notification must be entered into the ePIC database of the ECHA. Annex V lists the chemicals and products subject to export prohibition.

The amendments and supplements to the Annexes were published in the Official Journal of the EU on February 27 and take effect on May 1.
