EU: Chemical Safety Reports to Be Required for Low-Tonnage CMR Chemicals

In the future, the EU will require a chemical safety assessment (CSA) followed by the creation of a chemical safety report (CSR) for carcinogenic, mutagenic, and reprotoxic substances (CMRs) in tonnage bands of 1–10 tons per year. Accordingly, the EU plans to modify Article 14 of REACH along with the requirements for CSAs and CSRs for CMRs of Categories 1A and 1B.

In the revised Article 14, the CSA is to assess:

  • Hazardous effects on human health
  • Hazardous effects caused by physicochemical properties
  • Hazardous effects on the environment
  • Persistent, bioaccumulative, and toxic (PBT) properties and very persistent and very bioaccumulative (vPvB) properties

Overall, the ECHA has registrations for more than 10,350 chemicals in tonnage bands of 1–10 tons, including 316 CMR chemicals.
