The Philippines Updates Its National Chemicals Inventory

The Department of Environment plans to add 162 new substances to the national chemical inventory (Philippine Inventory of Chemicals and Chemical Substances: PICCS). The inventory lists all existing substances manufactured, imported, or used in the country. The list currently contains 22,439 substances.

Substances that are not listed there must be registered as new substances as part of the Pre-Manufacture and Pre-Importation Notification (PMPIN). The responsible authority is the Department of Environment and Natural Resources of the Environmental Management Bureau (DENR-EMB).

The Priority Chemicals List (PCL) encompasses hazardous substances that the DENR-EMB has assessed as posing a disproportionate risk to public health, the workplace, or the environment.

In June 2023, the DENR-EMB issued a recommendation letter outlining the criteria for inclusion in the PCL.

Companies wishing to import or manufacture PCL-listed substances must first obtain a certificate.
