Cosmetics Regulation: EU Commission Expands List of Restrictions

On November 27, the EU Commission approved EU Regulation 2019/1966, which expands and corrects Annexes II, III, and V of the EU Cosmetics Regulation (1223/2009). Among other actions, the EU included 12 carcinogenic, mutagenic, or reproductive toxicants (CMRs) to Annex II (list of substances prohibited in cosmetics) of the Cosmetics Regulation.

Furthermore, the EU updated Annex III and set to limits for the use of salicylic acid as a preservative and as a non-preservative. The EU based the changes on a scientific opinion of the Scientific Committee on Consumer Safety.
