ECHA Publishes the First Official Article 95 List

This list is an essential component of Article 2 of the Biocidal Products Regulation (BPR). The list documents substances and classified specific types of precuts. It also contains the names of producers of substances along with the manufacturers of products that contain such substances.

The new BPR has been in effect since September 1, 2013. It requires that firms that place active substances on the market – as pure substances or in products – to submit a dossier or a product authorization application to the European Chemicals Agency (ECHA). The data submitted will be included in the Article 95 list.

As of September 1, 2015, biocidal products may be marketed only if the manufacturer or importer has registered the product or substance with the Article 95 list and it is included there. Warehouse stocks of the product are exempted from the regulation and can be used until September 1, 2016.
