UK REACH: British Government Extends Submission Deadlines Again

The British Department for Environment, Food, and Rural Affairs (DEFRA) plans to extend the current REACH submission deadlines for every quantity area yet again and to create the appropriate draft legislation. The plan would extend each current submission deadline by three years, to October 2026, October 2028, and October 2030.

October 2026 (previously October 28, 2021–October 28, 2023):

  • For substances that were included on the EU’s REACH Candidate List before UK REACH took effect on December 31, 2020.
  • For substances of very high concern (SVHCs) that are manufactured or imported in a tonnage band greater than one ton per year.
  • For substances that are highly toxic to aquatic organisms and are manufactured or imported in a tonnage band greater than 100 tons per year.
  • For all substances that are manufactured or imported in a tonnage band greater than 1,000 tons per year

October 2028 (previously October 28, 2021–October 28, 2025):

  • For substances that were part of the British REACH Candidate List before the first submission deadline.
  • For all substances manufactured or imported in a tonnage band greater than 100 tons per year

October 2030 (previously October 28, 2021–October 28, 2027):

  • For all substances manufactured or imported in a tonnage band greater than one ton per year.

DEFRA’s decision was triggered by a consultation, in which companies requested more time. The authorities at DEFRA granted the request because it wanted to limit the burden and pressure on small and midsize enterprises and on downstream users.
