ECHA Adds to REACH Candidate List

The ECHA has added six substances of very high concern (SVHC) to the REACH candidate list. The agency also issued a press release about the addition. The document currently lists 197 chemicals. The substances include:

  • 2,2-bis(4′-hydroxyphenyl)-4-methylpentane – listed as reprotoxic
  • Benzo[k]fluoranthene – listed as carcinogenic; persistent, bioaccumulative, and toxic (PBT); and very persistent and very bioaccumulative (vPvB)
  • Fluoranthene – listed as PBT and vPvB
  • Phenanthrene – listed as vPvB
  • Pyrene – listed as PBT and vPvB
  • 1,7,7-trimethyl-3-(phenylmethylene)bicyclo[2.2.1]heptan-2-one – listed as an endocrine disruptor

Except for pyrene, none of the substances have yet been registered under REACH.

What does an entry in the candidate list mean for manufacturers and importers? It does not necessarily mean that registration is required, but suppliers must inform their customers about the presence of SVHCs. In other words, they must give their customers a safety data sheet. Information must also be provided for mixtures that contain a chemical on the candidate list in an individual concentration of at least 0.1% by weight – even if the mixture itself is considered safe under Directive 1999/45/EC.

Obligations for suppliers also arise for products. According to Article 7, Section 2 of REACH, the ECHA must notify suppliers when a delivered product contains an SVHC in a concentration of more than 0.1% by mass. In addition, Article 33 of REACH requires suppliers to provide that information to their customers and, upon request, to consumers.

The candidate list is updated regularly. Ten SVHCs were added last year.
