EU Commission: REACH Revision Delayed

The EU Commission Programme for 2023 presented on October 18 foresees publication of the draft revision of REACH in the fourth quarter of 2023, instead of in the first quarter, as originally announced.

The response to this postponement is divided. The chemicals industry welcomed the plan, but non-governmental agencies and many members of the European Parliament are upset because the delay would torpedo the goals of the Green Deal.

An additional criticism is that the postponement would make those in charge of the next EU legislative period responsible for the REACH update. The next election for the EU Parliament will take place in the spring of 2024. It is highly questionable that the delegates chosen in that election will approve the draft. The Executive Director of the NGO CHEMTrust, Dr. Michael Warhurst, fears that the new law will not be implemented before 2028. One can expect that the next Commission will modify or even withdraw the draft.
